Chairman Rodney Barreto praised the collaborative teamwork, and said Sam Hamilton, former director of the U.S. Fish and Wildlife Service, who died in April 2010, would be very pleased on this passage of the new rules. \"Sam Hamilton left us too soon, but he would be proud today,\" Barreto said. \"I want it to go on record that this rule will forever be known as the Sam Hamilton Listed Species Rule.\" After Haubold's presentation, the Commission approved new rules for managing threatened species, which begins a new era for conserving fish and wildlife in Florida. The rules describe a system whose goals are to conserve threatened species and to ensure no fish or wildlife goes extinct in Florida because of human action or inaction. \"I've been here since the last go-round with our listing process,\" said Commissioner Kathy Barco. \"And believe me, if you'd told me we could get to this point after it being so contentious three years ago, I never would have believed you. I am very happy today.\" David Hankla, field supervisor of the USFWS's North Florida field office, spoke before the final, unanimous vote was taken. He told Commissioners he wanted to recognize the outstanding partnerships between the federal government and the state to create rules that could become a \"national standard.\" \"Let there be no doubt as to the FWC's intent,\" said Commissioner Brian Yablonski. \"These rules are here to protect and conserve species, period. Now the time has come to put all the hard work to the test.\" The FWC began the revision because of confusion and controversy over how imperiled species were listed and what they were called. After more than two and a half years of meetings with the public and stakeholders, Florida now has a system that will focus attention on what is needed to conserve threatened and endangered species, rather than on what the species are called. The new system not only comprises a list that designates Florida's threatened species, but it provides a holistic management system that also includes conservation actions and goals, the public, research, policy, incentives and rules, enforcement and other components necessary to conserve Florida's wildlife. Under the new system, all state-listed species will be in a single listing category called \"threatened.\" Federally listed species will be listed as Florida federally designated endangered and threatened species. This fall, FWC biologists, partnering with independent biologists, will conduct scientific reviews of all species currently on Florida's threatened and species of special concern lists. Some of these species have never received reviews. Based on the biological review groups' findings, staff will make recommendations to the Commission about whether species should be listed as state threatened in the future. The next step, beginning in spring 2011, will involve a public process to create management plans that contain strategies to ensure the status of threatened species in Florida improves. Plans also will be created for species being removed from the list to identify actions needed to prevent declines in the species and the need to relist. Throughout the management plan process, the FWC will incorporate public input about needs and concerns related to the proposed species' management. \"This has been a rewarding challenge,\" Haubold said. \"We've set a firm foundation and met the objectives the Commission gave us. Now the real work begins.\"","source":"http://bald-eagles-of-broward-county-florida.17.s1.nabble.com/FWC-approves-new-rules-for-conserving-Florida-s-threatened-species-td5490849.html","images":0},{"id":"7573997","topic":"7573997","order":1,"title":"FEB 11: Pride on nest at 9:30 AM","author":"NewMexiKen","date":"2015-02-11T17:23:57.328000-05:00","nest":"Pembroke Pines BO-002","season":"2014–2015","text":"We arrived at thenest at about 9:20 and found it vacant with no eagles in sight. FPL has completed their pruning and the nest appears to be in good shape. FPL has also restored the protective equipment which protects the eagles and other large birds. You may recall that Hurricane Irma knocked down the power lines last autumn and FPL took emergency measures to restore power. The insulators on the power poles and the high voltage conductor lines were left without protective covers which are designed to reduce the danger of electrocution of eagles and other large birds whose wings are long enough to come in contact with them and complete a circuit. The nest is somewhat weathered, as would be expected at this time of year, but appears to be essentially intact: To locate the nest, just line it up with the transformer on the pole in front of the nest, moving a bit more to the left than usual: This is the power pole in front of the nest, newly outfitted with insulator covers and conductor sheaths which extent out 2-3 feet along each of the three wires: This is the power pole to the west of the nest. I believe that the ribbed cylinders are lightning arresters which protect the lines and transformers from power surges due to lightning strikes: Here is the pole to the east. The \"live\" wires next to the pole are all covered: The spiral bird divertors (yellow \"curly-Q's\") have been replaced and re-positioned: Back in February 2009, the first season we started observing the nest, the wires in front of the nest had already been fitted with yellow \"Curly Q's\" but the pole was unprotected. When I pulled up a man was there taking pictures of the adult sitting high in the pine to the right of the nest over the fence. He said he only saw one juvenile in the nest so I took a few shots of the adult that flew off after about 5 minutes. I moved over in front of the nest just as another couple arrived. We were surprised as the strong wind blew the maleleucas completely out of the front of the nest to see 2 eaglets. One was fully hidden behind the other just sitting down and still. As we watched, the forward eaglet began to trampoline and helicopter all over the nest.....really enjoying the strong winds that lifted it up quite high! The eaglet flying all over the nest seemed skilled even in the strongest gusts. The other one just moved to get out of the way but didn't attempt to get airborne over the nest. After about 30 minutes of observation we all left as it began to sprinkle. Some of my birding friends are watching other nests in FL. An eaglet took its first flight from a nest near Orlando recently and went down to the ground with a thud just as ours have while watchers looked on with concern. The nest is in a very tall tree with clear ground underneath and only one other large tree nearby where the parents perch. They could see the eaglet was ok and made it back with some difficulty....crash landing back into the nest! I wish we could watch our youngsters as they take this very important step.......but the heavily vegetated area they chose for the nest precludes that!","source":"http://bald-eagles-of-broward-county-florida.17.s1.nabble.com/Monday-28-Mar-2011-10-30-am-2-eaglets-in-the-nest-td6216268.html","images":0},{"id":"7573933","topic":"7573933","order":1,"title":"Wind Power Co. to Pay $2.5 Million for Killing Golden Eagles...","author":"NewMexiKen","date":"2015-01-19T16:50:52.923000-05:00","nest":"","season":"","text":"Wind Power Co. to Pay $2.5 Million for Killing Golden Eagles, Other Protected Birds Indian Country Today: <a href=\" http://indiancountrytodaymedianetwork.com/2015/01/09/windpowercopay25millionkillinggoldeneaglesotherprotectedbirds A Portland, Oregon–based windfarm company, the second to be sentenced to fines for killing hundreds of protected birds in Wyoming with its turbines, will pay $2.5 million in fines, restitution and community service. PacifiCorp subsidiary PacifiCorp Energy pleaded guilty in U.S. District Court in Wyoming on December 19 to violating the federal Migratory Bird Treaty Act at two wind projects, the U.S. Department of Justice (DOJ) said. Among the dead were 38 golden eagles, and the carcasses—besides the eagles, there were 336 other protected birds—were stashed at the company’s Seven Mile Hill and Glenrock/Rolling Hills wind projects, the justice department said. Besides the payments, the company has been put on probation for five years, the justice department said in a statement. During that time PacifiCorp Energy must put an environmental compliance plan in place to prevent bird deaths at its four commercial wind projects in Wyoming. In addition, PacifiCorp Energy must apply for Eagle Take Permits that both allow for unavoidable bird deaths and “provide a framework for minimizing and mitigating the deaths of golden eagles at the wind projects,” the DOJ said. In addition to the golden eagles, hawks, blackbirds, larks, wrens and sparrows had perished in one of the 237 large wind turbines at the two Wyoming facilities between 2009 and 2014, the DOJ said. “PacifiCorp Energy built two of its Wyoming wind projects in a manner it knew would likely result in the deaths of eagles and other protected birds,” said Sam Hirsch, acting assistant attorney general for the Justice Department’s Environment and Natural Resources Division, in the statement. “PacifiCorp has taken steps to minimize the hazard, and with this plea agreement has committed to a comprehensive plan to continue such efforts in partnership with the U.S. Fish and Wildlife Service, to seek eagle take permits for each project, and to work to prevent future eagle deaths.” The fine, $400,000, will go to the North American Wetlands Conservation Fund, which is administered by the federal government. In addition, the company will pay $200,000 in restitution to Wyoming, as well as perform community service by way of a $1.9 million payment to the National Fish and Wildlife Foundation, a congressionally chartered organization “designated for projects aimed at preserving golden eagles and increasing the understanding of ways to minimize and monitor interactions between eagles and commercial wind power facilities, as well as enhance eagle rehabilitation and conservation efforts in Wyoming,” the DOJ said. More than 1,000 bird species are protected under the Migratory Bird Treaty Act, the DOJ said. When it comes to wind power, it’s especially important to survey area wildlife and determine its patterns and the risk of killing animals before construction begins, the DOJ said. Thus in addition to the payments the company must implement a migratory bird compliance plan that outlines “specific measures to avoid and minimize golden eagle and other avian wildlife mortalities at the company’s four commercial wind projects in Wyoming,” the DOJ said. PacifiCorp will spend approximately $600,000 annually to implement the compliance plan, the DOJ said, as well as apply to the U.S. Fish and Wildlife Service for a Programmatic Eagle Take Permit at each of the four wind projects cited in the case. The company cooperated fully with the investigation as it unfolded, the DOJ said. PacifiCorp Energy is not the first utility company to be fined for killing birds in Wyoming. A year earlier, Duke Energy Renewables Inc. became the first windpower company to be found criminally liable under the federal Migratory Bird Treaty Act, paying $1 million in fines and restitution. Unfortunately most of the great shots that I thought I had were completely black, and no my lens cap was off LOL! so I have no pictures of them together. At 11:14 I heard the eagles calling to each other and then a second eagle came flying directly onto the nest, it was raining, and my zoom lens not that great so I could not see if there was food or not. There was a lot of looking down into the nest when the birds were on it and I truly believe that there is an eaglet hatched in the nest. Especially since there seemed to be a short period of time between a second eagles arrival. I am not sure if there was a shift change when I arrived earlier, please refer to previous post I forget the time, it is there, or if there was a shift change again at 11:14 am or if one of those time or even both were feedings. It would be nice if some of you could get out during the week, on a nicer day, to get a closer look and some photos. He wrote: I was out to the nest this morning at 8:00am. Both adults were at the nest performing maintenance and periodically fetching branches. Also, On November 19 I saw an adult fly over west Miramar wetlands from the northwest to southeast from the direction of the Pembroke Pines nest at 6:55 AM. It was large, probably the female (Jewel) from the nest. This morning we also obtained an update on emergency repairs which must be made by Florida Power & Light (FPL) on the power pole in front of the nest. This is to restore the street lights on a mile long section of Pines Boulevard east of US 27 past the nest. This outage poses a serious threat to public safety. Florida Eagle Watch has been in contact with FPL which will expedite the repairs. They will soon be laying eggs so it would be better to get this fixed sooner rather than after the female begins sitting deep in the nest. Shawnlei Breeding writes (November 20): I just got off the phone with FPL. They consulted with USFWS and then touched base with me to see what stage the nesting process is in for BO002. I shared the observations from the blog, that the pair was observed copulating 4 days ago but has not laid eggs yet as far as I know. Their plan is to schedule the repair work ASAP, potentially even tomorrow, and get it done as quickly as possible. They expect it take a few hours max. They will have a consultant on site during the work to observe the eagles’ response and are considering scheduling the work towards mid-day when the eagles are less likely to be present or as active. I appreciate FPL’s efforts to minimize the disturbance to the nest during this necessary repair. Let me know if anyone has questions. The wind seemed to keep the branches between us and the birds no matter where we stood. We checked the nest at about 9:45 AM today. A few minutes after we arrived an adult brought in unidentified prey. The eaglet was begging loudly, but it assumed a submissive posture, staying low in the nest and passively waiting for the adult to offer the food. This is in sharp contrast with the previous broods. At this age, the parents were practically driven off the nest as soon as they brought in food. We wonder whether this behaviour relates to the fact the eaglet does not have to compete with siblings and there is no reward for being aggressive. On arrival the eaglet looked alert and was calling as if hungry. Here, the eaglet waits patiently while the adult tears at the prey. When being fed, the eaglet stays very low in the nest. We never got any good views of the eaglet. Both adults briefly roosted together in the tall pine along the road east of the nest. (We still need to confirm that the male indeed shows brown streaks on his tail feathers, as during the past two years and suggested by recent photos.) Now is the time to carefully observe the pair for signs that egg-laying is imminent or has occurred. They will copulate more about 7 days before the eggs are laid. Once the first egg is deposited, the female will sit very low in the nest and the male will likely stand guard much of the time. Eagle watchers, please record your observations here so that we may again attempt to pinpoint the day when incubation begins. We had a clear view of the entire event and as Ken had concluded earlier this week - it was evident there is only one eaglet :-( Below are several photos: The initial landing of the adult; several photos of eaglet and parent as the feeding took place.","source":"http://bald-eagles-of-broward-county-florida.17.s1.nabble.com/Friday-Afternoon-02-17-12-td7296245.html","images":3},{"id":"7296961","topic":"7296245","order":2,"title":"Re: Friday Afternoon 02-17-12","author":"NewMexiKen","date":"2012-02-18T09:27:16.943000-05:00","nest":"Pembroke Pines BO-002","season":"2011–2012","text":"Meet \"P. Piney Nine!\" As Mike mentioned, I met at the eagle nest with Barry, representating South Florida Audubon, and James, a camera specialist, at 2:30 PM on Friday (February 17), to review some of the technical aspects of installing the proposed nest camera. When I arrived, the female was roosting on the horizontal limb above the nest, and the eaglet was low in the nest. Soon the male dramatically swooped in to join the female on the perch. They briefly vocalized to each other, and then the female departed. The male then flew down to the nest, where he tore at prey and spent a few minutes feeding the single eaglet. The male then flew off, leaving the nest unattended for about an hour before arriving with an unidentified prey item. He then fed the eaglet for twenty minutes, and was still feeding it until I left just after 4:00 PM. Mike had arrived and was still shooting, and has shared some excellent images. At risk of \"gilding the lily,\" here are some of my shots of the male feeding the eaglet.","source":"http://bald-eagles-of-broward-county-florida.17.s1.nabble.com/Friday-Afternoon-02-17-12-td7296245.html","images":9},{"id":"7576633","topic":"7576633","order":1,"title":"Park is open","author":"Rockitglider","date":"2023-04-08T17:18:51.545000-04:00","nest":"Quiet Waters / Deerfield","season":"","text":"I see the Juvie from the Marina, and the mama was there also. The feather detail is excellent. Too bad your third photo does not include the rest of the undersides of the tail. This is the best depiction of the female (Jewel)'s outer tail feather markings. This demonstrates that the pigmented area is not on the shaft (rachis) of the feathers, but rather out near the tips on the feather vanes. The pattern is symmetrical and probably represents natural pigmentation rather than staining. The tail feathers overlap each other, with the central feathers on top of the others and the outer tail feathers at the bottom. This arrangement is common to most birds and it makes the tail more rigid when fanned out in flight. When the tail is closed as in this photo, the two outer tail feathers would be entirely visible on the underside. The position of the shafts in this case show that the marked feather on the left (or right side of the eagle) appears to be the second from the bottom one. It is a bit difficult to say for sure, but the pigment could also be on the second to bottom feather on the opposite side. However, the ragged edges of the feathers may be letting it show through so that one or both may actually be on the third feather above the outer one. In any event, this feature, along with the rounded and massive-looking head, long rear toe (hallux), large beak with a deep gape which extends past the center of this eagle's eyes confirms the initial impression that this is Jewel. In life her large size is also apparent, especially if the male (Pride) is there for comparison. The quality of your photo is impressive. Is it a full-frame camera? Did you use a tripod? Big lens? Can you tell I am envious?","source":"http://bald-eagles-of-broward-county-florida.17.s1.nabble.com/Early-bird-get-s-the-picture-td7574424.html","images":0},{"id":"7574430","topic":"7574424","order":5,"title":"Re: Early bird get's the picture!","author":"LuiFalcon","date":"2016-03-21T16:41:17.010000-04:00","nest":"Pembroke Pines BO-002","season":"2015–2016","text":"Hi, I took appox 640 pictures just like these of Jewel, then suddenly the partner showed up, and I got pictures of him/her too.
